I agree with you to certain degree and I think you're opinion has a point. However I have a different  idea with your opinion that student's perception of the importance of English shbjects in which absolute evaluation was conducted is gradually decreasing and students don't have to put much effort into English.  I think there will still tension with English and students should put much effort into English because the difficulty of English in CSAT is on the steady rise which is much more difficult than past and it will be hard for students to get  desired grading on CSAT when they lose tension and don't put much effort  although English is on absolute evaluation.
