You say absolute evaluation will be a hope for the lower class students, but I think different. Of course, the rate of getting A will be higher than before, but that A would become useless. As students who get A in test increase, value of getting A will decrease. Then university require other special test to students, it is difficult that the lower class students gain the lead in that competition.
