I agree to your opinion. I also strongly agree with your rationale that the weak punishment gives them a greater chance of crime and that teenagers do not have any ability to think at all. I sincerely hope that stricter juvenile laws will stop more teenagers from going astray. I also hope that does not lead to more victims.
