I think there are some ways to reduce the responsibility of the medical staffs. For instance, if the patient has the choice of receiving telemedicine, the doctor will not have to be responsible for medical accident even it occurs. Also, the institution of telemedicine does not mean that we only use telemedicine, so I think partial institution of remote medical treatment is acceptable.
