But do you think it's suddenly developed? Nope. First, actually public medical college is planned in the President Park's government, 2015. (of course there's some argue among doctors, but it wasn't as heated as now they do.) and Second, medical reform plan was the pledge of President Moon and first displayed to the public in 2016. So I cannot help saying that It's not abrupt. and I also think that Doctors' striking wasn't inevitable.
