I agree with you. Juvenile law causes more teenage crimes, because they aren't properly punished. Then, victims suffer unfairness and will start the vicious circle.  Juvenile law is also exploited for other crimes. They commit crimes, beliving they will not be punished. To solve this we have to make juvenile law stronger.
