I totally agree with you. Although those who are in favor of the juvenile law insist that we should protect offenders in term of their age, we must not forget victims are also teens who have right to be protected. Moreover, teens of today are mature enough to commit severe crime.  They even commit heavier crime taking advantage of being their minors.

Considering this situation, the juvenile law must be strengthened.
