I agree with your opinion. Because, The current South Korean government education system is designed not to improve students ' skills, just for ranking and order students. It is not for to help students feel a sense of achievement by learning something they really don't know, made only in the context of a fixed frame. So, I think conducting an absolute evaluation will increase the quality of education for students.
